There are times when certain circumstances, such as a loss of income or family situations, can affect your current financial aid situation, and the information provided in the FAFSA may not accurately reflect your current financial status. The Higher Education Act (HEA) grants Financial Aid Administrators the authority to use their discretion in various areas when a student faces special or unusual circumstances. This regulation allows the Financial Aid Administrator to consider each student individually when special or unusual conditions exist and to provide special consideration to students and their families experiencing such circumstances. Professional Judgments are made on a case-by-case basis, taking into account each student's unique circumstances.
Special Circumstances refer to financial situations (loss of a job, etc.) that justify an aid administrator adjusting data elements in the COA or in the EFC/SAI calculation.
The law gives some examples of Special Circumstances that may be considered (HEA Sec. 479A) (but are not limited to):
Examples of Circumstances that would NOT be considered:
Unusual Circumstances refer to the conditions that justify an aid administrator adjusting a student's dependency status based on a unique situation (e.g., human trafficking, refugee or asylee status, parental abuse or abandonment, incarceration), more commonly referred to as a dependency override.

If you believe you have Unusual and/or Special Circumstances impacting your current financial situation, please contact the Financial Aid Office immediately after submitting your FAFSA. Per federal regulations, InterCoast cannot process an override that was submitted after a student is no longer enrolled for the period of enrollment.
The Financial Aid Administrator's decision to approve or deny a request for professional judgment must be documented appropriately. Requests without documentation will not be considered. The documentation must substantiate the Special and/or Unusual Circumstances as requested for consideration.
The FAA's decision regarding adjustments is final and cannot be appealed to the Department.
